Skill Categories

In order to facilitate participation of contestants with various disabilities, we will try our best to make arrangements in response to their needs. In addition, we have set up Basic Courses in three vocational contest categories. The assignments of Basic Courses are simple so that contestants who have difficulties to accomplish complicated tasks because of their specific disabilities can participate.

Please select the most appropriate contest category for each contestant, especially in categories that have Basic and Advanced Courses. The organizer may advise a contestant at the time of registration to change his/her category from Basic Course to Advanced Course.

Guidelines for IA2007 Skills Contests

Vocational Skills Contests and Leisure Living Skills Contests (hereafter called “contests”) in the IA2007 will be implemented based on this document, in addition to the International Abilympic Federation (hereafter called “IAF”) Constitution and Rules for Implementation of International Abilympics.

1. Delegation Members

1.1 Each country/territory (hereafter called “country”) is requested to organize a delegation, which is composed of the following members.

<Contestants>

1. Contestants of the IA2007 should have some kind(s) of disabilities. As for the Leisure and Living Skills Contests, participation by a team (2 contestants with different or the same disabilities) is welcomed.
2. Contestants with disabilities are requested to submit a medical certificate, in which their disability, along with medication in use, is described at the time of application for the contests.
3. The minimum age of contestants is the age of completion of compulsory schooling and, in any case, fifteen years at the time of the IA2007.
4. The number of contestants from one delegation per one contest category is, in principle, not more than three, except when the Japan Organizing Committee for International Skills Festival for All, Japan 2007 (hereafter called “organizing committee”) accepts the request of a participating organization to increase this number.

<Interpreters>

Each delegation may include language and/or sign language interpreters (hereafter called “interpreters”) in the delegation at their own expenses.

<Other delegation members>

Each delegation may include officials, judges, attendants for contestants, medical staff and participants of other events.

1.2 Registration

1. All delegation members should make registration to attend the IA2007 according to the procedures stipulated by the organizing committee
2. All contestants are requested to register by the end of June 2007 unless the organizing committee permits the late registration.

2. Judges

2.1 Qualification

The organizing committee will select judges from among persons who have enough experience/knowledge in the related field as well as experience in judging at skills contests and/or skill qualification tests.

2.2 Composition of a panel of judges

1. The number of judges for one contest category will be at least three.
2. The organizing committee will appoint a chief technical staff of each contest category as a chief judge for his/her category.
3. Efforts will be made to ensure that judges from a single country do not form a majority on a panel of judges in one contest category. However, in case that there are not enough international nominees, the organizing committee will appoint judges from among its technical staff members even if they form a majority.

2.3 Nomination of judges

The organizing committee will select international judges among persons nominated by the IAF member organizations. Nomination will be accepted from January 1 through May 31, 2007.

2.4 Responsibility of judges

1. Judges should be fair and objective in every aspect regarding the skills contests.
2. Judges should be responsible for strict management of confidential information including details of task assignment and contest results.
3. In order to perform their duties, judges are requested to have common understanding on the contest procedure and evaluation criteria in accordance with instructions given by a chief judge of each contest category.

3. Skills Contests

3.1 Contest categories

1. Contest categories are shown in the List of Categories .
2. A minimum of five contestants from at least three delegations should participate in one contest category to make it an official contest.
3. If the condition stipulated in Section 3-1-b above is not met in a certain contest, the said contest will be implemented as a demonstration category under the same rules as an official contest.

3.2 Task assignment

1. The organizing committee is responsible for preparing task assignment and evaluation criteria for all contest categories.
2. The task assignment and evaluation criteria will be made public no later than January 1, 2007, except for the minimum details that cannot be revealed in advance.
3. The organizing committee will put up the above-mentioned task assignment and evaluation criteria on the official website at: http://www.skillsfestival2007.or.jp/abilympics/en/index.html
4. The minimum details of task assignment that cannot be revealed in advance will be given at the contest site in advance of each contest, ensuring enough translation/interpretation time (into written, spoken and sign languages).
5. Taking into consideration the workload of contestants, the contest time for one category will not be longer than six hours.
6. Contestants are not allowed to bring in any finished or semi-finished product to the contest site, unless there is any specific direction in the task assignment.

3.3 Orientation

1. An orientation session for each contest category will be conducted at the contest site in order to provide necessary information on equipment/tools and facilities and to make their adjustment, if necessary.
2. The organizing committee will make known the details including the date and time of an orientation session for each category, well in advance.

3.4 Contest venues

1. In order to facilitate participants’ concentration during contests, the organizing committee will prepare an appropriate contest venue, keeping suitable room temperature and humidity, preventing excessive noise, securing enough working space and keeping contest areas separated from spectators.
2. Those who are eligible to enter the designated contest areas during the contest will be limited to contestants, judges and staffs appointed by the organizing committee. Interpreters, who have been registered officially, will also be able to enter the area with a chief judge’s permission.
3. Finished works will be in the safekeeping and responsibility of the organizing committee until the end of the Closing Ceremony. All products (including photos) made by the contestants and photos of the contestants taken during the IA2007 will be the property of the organizing committee who can utilize them in any way whatsoever for promotion of the International Abilympics.
4. Upon prior request from contestants, the organizing committee will make appropriate adjustment for facilities/equipment (such as height adjustment of worktables/benches/chairs and extra light for weak-sighted contestants, etc.) in the presence of judges and contestants themselves.

3.5 Equipment/tools/materials

1. In principle, the organizing committee will provide equipment/tools/materials for the contests, except for ones needed to be brought in by contestants. In order to avoid inequality among contestants, uniformity in quality and quantity of equipment/tools/materials will be ensured.
2. Details of equipment/tools/materials used in the contest, including the ones that contestants should bring in, will be specified in the task assignment, which will be made public by January 2007.
3. Contestants who would like to use personal equipment/tools in his/her contest should ask the organizing committee in writing in order to obtain its permission. The organizing committee reserves the rights to decide whether it is acceptable or not. No personal equipment can be brought into the contest site without the said permission.

4. Prizes

4.1 The prizes awarded in each contest category will be Gold Medal, Silver Medal, and Bronze Medal as well as Special Prize(s). In the demonstration categories stipulated in Section 3-1-c above, only Special Prizes (Outstanding Performance Awards) may be awarded.

4.2 Announcement of contest results will be posted at 9AM on the next day of each contest at the designated notice board.

4.3 If an official appeal is not made within one (1) hour after the said announcement in 4-2 above, the results will be finalized and posted as the official results.

4.4 If an official appeal is made when one (1) hour after the said announcement, this appeal will be posted immediately. The judgement of Jury of Appeal, which is stipulated in 6-1 to 6-4, will be posted as soon as a decision is reached.

4.5 Canvassing in any form by contestants and/or delegation members will be strictly prohibited.

5. Protest

5.1 Contestants and registered officials are eligible to make an on-the-spot protest to judges against matters related to the contests during an orientation session and/or the contest.

5.2 In case that judgment made by a panel of judges is unconvincing, a registered official of the delegation could make an official appeal to the Jury of Appeal stipulated in Section 6 below.

5.3 An official appeal against the announced results can also be made, but within one (1) hour of a public announcement of the result.

5.4 Any official appeal should be in writing and be made by registered official of the delegation to Chairperson of the Jury of Appeal, with a deposit of 6,000Yen.

6. Jury of Appeal

6.1 Composition of Jury

1. The Jury consists of five persons: a representative of the organizing committee, IAF President (or his appointee), and three members selected by the organizing committee from among the participating delegations. Names of the Jury will be made publicly open in advance.
2. A representative of the organizing committee will serve as Chairperson of the Jury, and he/she will appoint Vice Chairperson.
3. The organizing committee may appoint additional members for the Jury, if necessary.

6.2 If a representative from the country lodging the protest and/or from the country against whom the protest has been lodged is a member of the Jury, he/she will be requested to withdraw.

6.3 The result of an appeal will be made and signed by all members of the Jury. The judgment of the Jury will be final and not subject to further appeals. The Jury may ask judges to explain the details of result in question, if necessary.

6.4 The deposit of 6,000Yen will be refunded if the appeal is upheld.

7. Medical arrangement

The organizing committee will make necessary arrangements for emergency medical services as well as first aid facilities at the contest venue. However, participants are advised to take out insurance that covers overseas medical treatment and hospitalization.
